Operation Northwoods was a proposed plan by the U.S. Department of Defense in 1962. It aimed to create a pretext for military intervention in Cuba by staging false-flag terrorist attacks against American citizens and interests. The plan included ideas such as hijacking planes and attacking U.S. military bases.
The proposal was ultimately rejected by the Kennedy administration and never implemented. It has since become a notable example of controversial military strategies and the lengths to which some officials considered going to justify military action during the Cold War.
