Continuing Resolution
A Continuing Resolution (CR) is a temporary funding measure used by the U.S. Congress to keep the government operating when the annual budget has not been passed. It allows federal agencies to continue their activities at existing funding levels for a specified period, preventing a government shutdown.
CRs are often necessary when lawmakers need more time to negotiate a comprehensive budget. They can be used multiple times in a fiscal year and may include provisions for specific programs or adjustments, but they do not typically allow for new spending initiatives.
